
Who We Are
Established in 2006 and administered by The Benecon Group, the Pennsylvania Municipal Health Insurance Cooperative (PMHIC), serves all Pennsylvania local government groups and related agencies. Municipal groups across the Commonwealth have joined PMHIC in order to gain transparency, savings, and stability for their health insurance. By joining together, local governments can save money and benefit from Benecon’s group purchasing power. Today, PMHIC has more than 275 member groups.

One of the best features of the PMHIC program is its local governance. The PMHIC Board of Directors is comprised of current PMHIC members who are PA municipal managers or other administrators. The PMHIC Board partners with Benecon to provide the overall administration, independent actuarial services, account management, and compliance guidance.
In most cases, PMHIC members are even able to keep their current networks and benefit offerings since the cooperative partners with the trusted networks like Capital Blue Cross, Highmark, Independence Administrators, and United Healthcare.


Since its inception, PMHIC has provided the member groups low and stable renewals compared to the marketplace. PMHIC members also benefit from 100% surplus retention in which they keep and control any unused claim fund dollars at year-end reconciliation. Steady, transparent renewals and the opportunity for a yearly surplus have resulted in a sustained 98% retention rate within PMHIC.
